The federal stimulus program comes at an opportune time for Renu Khator, president of the University of Houston, whose ambition is to develop the school into a global authority on energy research.

Khator is applying for $25 million in stimulus funds to help develop a 70-acre (28-hectare) research park focused on alternative energy such as wind and solar power. Her 10-member energy-advisory board includes executives from oil companies Exxon Mobil Corp., ConocoPhillips, BP Plc and Royal Dutch Shell Plc, as well as electricity providers CenterPoint Energy Inc. and Dynegy Inc.
